The first warning that Israel's internationally acclaimed Salt Water Desalinization plants were facing an unprecedented Bio-Hazard attack did not arrive as a policy memo. It arrived as turbidity, in the usually pristine clear blue waters of the Eastern Mediterranean Sea. On the last weekend of August 2026, large patches of microscopic organisms moved up Israel’s Mediterranean coast and shut down the machinery that keeps the largely desert country of Israel, in drinking water. Five of six large "State of the Art" desalination plants — facilities that supply about 80 percent of total Israeli household demand — went offline or were forced to throttle output as seawater clogged membranes from Ashkelon and Ashdod north through Palmachim and the twin Sorek plants. Only Hadera, farther up the coast, kept running at near full capacity.
Israeli Officials cut water to farms and parks and pumped harder from the Sea of Galilee and inland wells. Mekorot spokesman Lior Gutman called it “an extremely rare event,” one that, he said, had never occurred in Israel. Ten days later, Ashkelon and Ashdod were still shut. Three other plants were still running short. Authorities were buying emergency stocks of membranes and had even tried dispersing copper-bearing material from aircraft off Ashkelon.
Results of that experiment were not published on schedule. Researchers identified the organism as a cyanobacterium of the genus Synechococcus, a photosynthetic microbe commonly grouped with microalgae. They have not yet named the species, or isolated a single cause. What they have is a coastline that behaves like a single system, a war that erased Gaza’s sewage works, and a political class that is only now forming a working group to study a problem environmentalists have described for years: waste does not stop at the fence. A “rare” bloom, and a fight over its fertilizer Synechococcus needs three things to explode in number: warm water, strong sunlight, and nutrients — above all phosphorus and nitrogen. Dr. Avner Gross, who heads the Climate Change Laboratory at Ben-Gurion University of the Negev, described the late-summer Mediterranean as “a bathtub in August.”
Gentle, steady winds, he said, could have carried nutrient-rich water north along the Israeli shore. Satellite images routinely show algae-rich water off Egypt’s Nile Delta, where fertilizer runoff enters the sea. Gross looked at the pattern farther north and reached a sharper conclusion. “In our case, I currently have no other explanation except a pollution source in the southern Gaza Strip,” he said. Noga Armi, chief executive of the Israeli marine group Zalul, put the mechanism in plainer language.
Untreated sewage supplies the nutrients that feed microalgal blooms. “The scientific link is well established,” she told reporters. Gaza wastewater, she argued, was one of the factors that intensified the episode as organisms drifted north. Gidon Bromberg, Israel director of EcoPeace Middle East, used the moment to repeat a warning his organization has issued through multiple wars: “No one can ignore the science and the fact that we all share the same environment.” EcoPeace called for the Israeli government, the U.S.-backed Board of Peace, and Palestinian water authorities to repair Gaza’s treatment plants as a matter of Israeli water security, not only Palestinian public health. The official line ran the other way. Energy Minister Eli Cohen said satellite imagery pointed to the Nile region and that he had no information tying the bloom to Gaza sewage.
Alon Zask, director general of Israel Oceanographic and Limnological Research, told The Times of Israel that Nile Delta microalgae, carried north on the waves, appeared to be the cause, and that pollution from the south was unlikely to explain why Hadera kept working. Prof. Tamar Guy-Haim, a marine ecologist at the National Institute of Oceanography, judged the chance that Gaza sewage was the primary driver “relatively low.” A desalination plant near El-Arish in northern Sinai had already lost capacity on August 30. El-Arish sits south of Gaza on the same coastal current. Trouble there, she and others noted, is easier to explain if the seed population left Egypt and moved north, with Gaza’s effluent acting as extra fertilizer rather than the match that lit the bloom. That is not a vindication of anyone’s sanitation policy. It is a description of a coastline that can take a Nile bloom, a wartime sewage plume, record marine heat, and a desalination grid built on fragile membranes, and turn them into a national water scare in a single week.
A State Comptroller audit in November 2024 had already counted 14 seawater-contamination events that halted desalination between 2007 and the end of 2023. One of them, in 2017, shut Ashkelon after sewage pollution from Gaza drifted north. The 2026 event was larger. The science is unfinished. The infrastructure failure that feeds it is not. The sewage system that is no longer a system, UNICEF reported this month that all six of Gaza’s major wastewater treatment plants are out of operation and that about 70 percent of sewage pumping stations are dead. The Palestinian Water Authority, cited by WAFA, estimated that 40,000 cubic meters of wastewater — more than 10 million gallons — enter the sea untreated every day, with another 15,000 cubic meters leaking into cesspits and broken pipes. Other tallies from the authority put total daily discharge near 55,000 cubic meters, with service coverage fallen from 85 percent of the population to 45 percent and treatment capacity from 185,000 cubic meters a day to effectively zero, pending partial rehabilitation of the Sheikh Ajlin plant.
The United Nations, on September 1, reported more than 39.6 million gallons of untreated wastewater a day were still entering Gaza’s environment while crews tried to restart Sheikh Ajleen. Nearly 90 percent of Gaza's water infrastructure, including desalination and treatment works, has been destroyed or disabled, according to UN reporting; the coastal aquifer is contaminated. People drink what they can find and relieve themselves in pits beside tents. Currents along this shore generally run south to north. What leaves Gaza as a brown plume becomes, a few dozen kilometers on, someone else’s intake problem. Fish cross the same water. So do salts, metals and persistent chemicals that outlast bacteria. Pathogens may die before they reach Israeli municipal wells. Nutrients do not. Neither do the heavier fractions of a war’s geology. Sixty million tons that have to go somewhere, Sewage is the fast crisis. Rubble is the slow one. UNEP and later World Bank–UN–EU damage assessments put Gaza’s debris field at 60 to 68 million tons, a mass often compared to a row of pyramids. Roughly four million tons is treated as higher-risk: heavy metals, burnt plastic, industrial chemicals, munitions residue, asbestos from pulverized older buildings. Unexploded ordnance is mixed through the pile. So are human remains. So is ordinary garbage that never reached a landfill because Gaza’s two main waste management sites: Juhor al-Dik and al-Fukhari, sit in areas Israel now controls.
UNDP has described about two million tons of untreated solid waste scattered across the strip, much of it in informal mounds beside camps. Residents speak of rats in sleeping spaces, smoke from burning cloth and plastic, children waking with coughs. Doctors report gastric illness, rashes, lice and scabies that track the collapse of collection, not a single named epidemic. FAO and UNOSAT found 98.5 percent of agricultural land damaged or inaccessible. Abdel Fattah Abd Rabou, an environmental scientist at the Islamic University of Gaza, told El País that the fertile top layer had been torn away. “What we have left is not land. It is contaminated waste.”
Yaakov Garb of Ben-Gurion University has used satellites and prewar industrial maps to mark specific sources: warehouses of lead-acid batteries that export bans had long trapped inside the strip; hydrocarbon streaks from wrecked industry; dust that forensic architect Eyal Weizman described as a new topsoil on skin, food and water. Helen Epstein, in the New York Review of Books, warned that cancers, lung disease and neurological injury from that fallout could, over decades, rival the war’s immediate killing. That is a hypothesis. It is also why professional debris protocols demand sampling before the first truck moves.
Euro-Med Human Rights Monitor has counted about 100 Israeli trucks a day leaving Gaza with crushed debris, and estimates that at least 10 million tons have already been moved, crushed or relocated inside the two-thirds of the strip under Israeli military control. Destinations, the group says, are “undisclosed sites within Israel and the occupied West Bank.” Israeli authorities have not published tonnages, routes, or hazard classifications. Rights monitors argue that shifting rubble from sites that may hold mass graves also shifts evidence. Environmental specialists argue something duller and more lasting: lead, mercury, cadmium, asbestos fibers, white phosphorus particulates, unspent explosives and biological matter do not become inert at a checkpoint.
The traffic has run both ways. In October 2025, Haaretz reported that the IDF and private contractors were dumping Israeli construction waste and camp garbage a few hundred meters inside Gaza near Kissufim. Officers said the practice had been authorized locally. Soldiers complained the piles sat in view of Israeli communities. The story landed as donors were being asked to imagine a rebuild. It illustrated an older habit: treating the far side of the line as empty space. A West Bank rehearsal that habit has a paper trail in the West Bank. Palestinian environmental officials say most of the electronic waste burned and sorted in towns such as Idhna originates in Israel — batteries, boards, appliances moving through workshops with little protection.
Daily volumes in the worst communities have been estimated in the hundreds of tons. Local doctors and inspectors have linked the smoke and metal-laden ash to respiratory disease, cancer and clusters of birth defects. Israel’s state comptroller has acknowledged large e-waste flows into the territory. The Basel Convention restricts transboundary shipments of hazardous waste without prior informed consent. Occupied land is not a consenting party. Critics call the pattern environmental load displacement: keep Israeli neighborhoods under tighter rules, and park the residual risk where enforcement is weak. If Gaza’s rubble follows the same map, the first people to inhale the dust will be transfer crews and the communities — Palestinian towns and some 700,000 settlers — who share the mountain aquifer. UNEP guidance and the Gaza Debris Management Working Group’s own rules call for isolating hazardous fractions, freezing work when remains are found, and applying groundwater protections before material crosses a jurisdiction. Those rules are not visible in the public truck record.
The working group that names the problem and not the dump. In mid-August, Netanyahu met Jared Kushner, Nickolay Mladenov and Tony Blair of the Board of Peace and agreed to two working groups: one on disarmament, one on “sanitation, clean water and other public health issues for the people of Gaza and which also impact the people of Israel.” Membership and operating rules were not released. The second group is the closest official Israeli statement yet that the file is no longer only Palestinian. It arrived two weeks before the bloom shut the plants. It still does not say where 60 million tonnes of mixed debris will go.
Reconstruction talk continues as if the ground were ordinary fill. Ali Shaath, heading a Gaza administration committee, has proposed dumping construction waste into the sea to reclaim land — a plan marine scientists would treat as a second contamination event — and has said rubble clearance alone could take three years. UN mine-action officials have spoken of 14 years to clear unexploded ordnance. Soil and aquifer recovery is measured in a generation. Israel’s own waste sector is strained. In early September, 160 council heads warned Finance Minister Bezalel Smotrich of a “systematic collapse”: too few landfills, criminal capture of hauling, infrastructure that cannot absorb rising domestic volumes. Importing Gaza’s worst fraction into that system is an accounting trick, not a cleanup. Dumping it at sea would violate the marine rules Israel expects others to keep. Leaving it unsegregated in Gaza means every future well and schoolyard is a lottery.
What the investigation still does not have; a serious accounting would start with chain of custody. How many tons have left Gaza? Which contractors crush and haul? Which laboratories have tested loads for asbestos, metals, energetics and biological hazard? Are receiving sites lined and permitted for hazardous waste, or are they quarries and ordinary fill? Have remains been handled under disaster-debris protocols used everywhere else? It would continue in the water. Independent sampling of the Gaza plume, the Ashkelon and Ashdod intakes, Sinai’s El-Arish trouble, and fish tissue would do more to settle the Synechococcus argument than a ministerial press conference. It would map the coastal aquifer on both sides of the line and publish the results in Hebrew and Arabic. And it would treat the 2017 Ashkelon shutdown, the West Bank e-waste belt, and this month’s “rare” bloom as one file, not three news cycles.
Netanyahu can staff working groups. He cannot restaff the current, or rewrite the chemistry of phosphorus. The bloom that closed Israel’s plants is still being argued about in Israeli laboratories. The sewage that may have fed it is not an argument. It is a daily discharge from a system Israel’s campaign destroyed and has not allowed to be rebuilt. The rubble is already on the road. The only open question is whether the next dump is mapped, lined and legal — or whether confidentiality is simply the old option, with a larger payload.
